UPSC Prelims 2025, Question 35

The concept being tested: ADB climate finance initiatives.

Which one of the following launched the Nature Solutions Finance Hub for Asia and the Pacific?

Options

  1. AThe Asian Development Bank (ADB)Correct answer
  2. BThe Asian Infrastructure Investment Bank (AIIB)
  3. CThe New Development Bank (NDB)
  4. DThe International Bank for Reconstruction and Development (IBRD)

The answer: The Asian Development Bank (ADB)

The Asian Development Bank (ADB) launched the Nature Solutions Finance Hub for Asia and the Pacific to mobilise blended finance, guarantees and technical assistance for nature-based solutions such as mangrove and coastal restoration, watershed and forest protection, and climate-resilient agriculture across its developing member countries. ADB is the only one of the four institutions here whose charter mandate is exclusively regional to Asia and the Pacific, which is precisely the geography named in the Hub's title. The initiative sits inside ADB's larger climate finance ramp-up, which treats biodiversity loss and climate change as linked problems rather than running separate windows for each, and is meant to crowd in private capital alongside ADB's own concessional and non-concessional lending for nature-positive projects in the region.

What UPSC was testing

UPSC is testing whether aspirants can tell apart multilateral development banks that increasingly use overlapping green and climate finance branding but differ sharply in headquarters, founding year and regional mandate, since ADB's Asia-Pacific exclusivity is the one fact that cleanly eliminates AIIB, NDB and IBRD here.
